The State Agency for Civil Service and Local Self-Government Affairs under the Cabinet of Ministers of the Kyrgyz Republic, in accordance with the Decree of the President of the Kyrgyz Republic dated August 1, 2025 No. 226 “On the formation and functioning of the personnel reserve for certain political state positions, political and administrative municipal positions”, announces a competition for the selection of candidates to be included in the personnel reserve.
The competition is held to form a personnel reserve for the following positions:
- Heads of Local State Administrations (Akim) and their deputies;
- Deputy Mayors of cities of republican significance;
- Mayors of cities of regional significance and their deputies;
- Mayors of cities of district significance and their deputies;
- Heads of Ayil Okmotu (local self-government bodies).

From November 4 to November 6, 2025, on working days from 09:00 to 18:00.

Stages of the Competition
The competition will be conducted in three stages:
Stage 1 – Review of candidates’ documents to determine compliance with qualification requirements (work experience, education, and professional background).
Stage 2 – Computer-based testing.
Stage 3 – Interview with members of the competition commission.
Qualification Requirements
For the position of Head of Local State Administration (Akim)
- Higher education;
- At least 7 years of work experience in state and/or municipal positions, including at least 5 years in managerial positions,
or - At least 10 years of experience in state and municipal service,
or - At least 7 years of managerial experience in fields not related to state or municipal service.
For the position of Deputy Head of Local State Administration
- Higher education;
- At least 5 years of work experience in state and/or municipal positions, including at least 3 years in managerial positions,
or - At least 7 years of experience in state and municipal service,
or - At least 5 years of managerial experience in other sectors.
For the position of Deputy Mayor of a city of republican significance
- Higher education;
- At least 5 years of experience in state and/or municipal service,
or - At least 7 years of experience in the relevant professional field.
For the position of Mayor of a city of regional significance
- Higher education;
- At least 7 years of work experience in state and/or municipal positions, including 5 years in managerial positions,
or - At least 10 years of experience in state and municipal service,
or - At least 7 years of managerial experience in other sectors.
For the position of Deputy Mayor of a city of regional significance
- Higher education;
- At least 3 years of experience in state and/or municipal service,
or - At least 5 years of experience in the relevant professional field.
For the position of Mayor of a city of district significance
- Higher education;
- At least 5 years of work experience in state and/or municipal positions, including 3 years in managerial positions,
or - At least 7 years of experience in state and municipal service,
or - At least 5 years of managerial experience in other sectors.
For the position of Deputy Mayor of a city of district significance
- Higher education;
- At least 3 years of experience in state and/or municipal service,
or - At least 5 years of experience in the relevant professional field.
For the position of Head of Ayil Okmotu
- At least 5 years of work experience in state and/or municipal positions, including 3 years in managerial positions,
or - At least 7 years of experience in state and municipal service,
or - At least 5 years of managerial experience in other sectors.
Procedure for Participation
Applicants wishing to participate in the competition must submit an application electronically through their personal account on the relevant government portal.
Participants must agree to the collection and processing of personal data in electronic format by accepting the terms of the public offer agreement.
Required Documents (in electronic format)
The following scanned documents must be submitted:
- Document confirming higher education;
- Employment record book;
- Documents confirming academic degree or academic title (if available);
- Birth certificate;
- Certificate confirming knowledge of the state language at least at level B1;
- Written commitment to comply with anti-corruption restrictions when entering the state civil service or municipal service.
